Water Quality

What We Do

We review and approve permits for the construction, alteration and abandonment of private water systems. A private water system is a water supply used for human consumption that is not for public use. This includes all water wells, cisterns, springs, ponds and hauled water storage tanks. We also review, inspect and regulate sewage systems. Our staff monitors the treatment and disposal of all wastewaters for households, small flow and semi-public sewage treatment systems to protect surface and groundwater from contamination. Financial assistance is available to eligible residents.

How We Help

Permits:

  • If you are installing, repairing or replacing a Private Water System or Household Sewage Treatment System (HSTS), go to our forms and permits page. Staff are available to conduct real estate inspections for private wells and septic systems in addition to other water tests.
  • Our staff assists with building plan reviews, site reviews and lot split reviews. We can also answer other zoning questions.
  • We have a list of all registered service providers, installers and haulers. To submit an application as a contractor, please contact Nathan Ralph or call/text (614) 525-3909 with questions.

Operation and Maintenance:

  • We make annual observations of aeration systems, evapotranspiration mounds, commercial septic systems and HSTSs installed since 2015. This is to make sure that these systems are not failing or polluting the environment.
  • We investigate failing HSTSs. If we find a failing system, we have the legal authority to ensure that it’s repaired or replaced.
Report a broken or failing HSTS to: failingHSTS@franklincountyohio.gov or call (614) 525-HSTS (4787).
  • We inform homeowners to ensure that HSTSs are maintained and functioning correctly.

Illicit Discharge Compliance Program (IDCP):

  • Our staff will perform an on-site inspection of your property. We will identify the type of system you have and if it discharges to the County’s Municipal Separate Storm Sewer System (MS4).
  • If your septic system discharges to the MS4, we will work with you to either connect to an available and accessible sanitary sewer or install an approved septic system.
  • If you live in a Village or Township in our county, our staff can meet with you to determine eligibility for funding to replace your current HSTS and if it meets national standards. Contact please contact Nathan Ralph or call/text (614) 525-3909 with questions.
